Connect to MoveLines signal.

The ::move-lines signal is a keybinding which gets emitted when the user initiates moving a line. The default binding key is Alt+Up/Down arrow. And moves the currently selected lines, or the current line up or down by one line.

Parameters

`callback`	signal callback delegate or function to connect `void callback(bool down, gtksource.view.View view)` `down` true to move down, false to move up. (optional) `view` the instance the signal is connected to (optional)
`after`	Yes.After to execute callback after default handler, No.After to execute before (default)
