TcpConnectionState.shutdownWrite

Shut the write direction down (SD_SEND half-close).

Idempotent. Queued sends still flush before the FIN; subsequent sends are rejected and reads continue. When a graceful peer EOF was already delivered through onEof, the connection closes once the FIN is sent.
