Context-applied parse (create_decimal semantics): the text is converted under the context — coefficients longer than the precision round, ideal exponents beyond the format clamp (with Clamped), overflow yields infinities, malformed input yields a quiet NaN with INVALID_OPERATION (never a throw or a Result). This is the decTest toSci contract and the natural user-input entry point.
