The caller must guarantee that no other slice references the dropped tail: in every hap the array was freshly duped before removal while a dispatch is in flight, and no snapshot exists otherwise. This is the single @trusted wrapper around the @system runtime append-capacity restore; each call site states the invariant next to its use.
