void insertRecord(size_t index, Record record) @safe

Insert a record at the given index, shifting later records right, copying first when a dispatch is in flight. Used for sorted insertion by priority-aware haps.

Parameters

`index`	Position to insert at; `records.length` appends.
`record`	The record to insert.
