Unpacks count 32-bit values packed at width bits (LSB-first).

Parameters

`src`	input starting at the packed run (≥ `packedSize` bytes).
`count`	number of values to extract (`dst.length ≥ count`).
`width`	bits per value, `1..32`.
`dst`	caller-provided output buffer.

Returns

Result!(size_t, BitpackError): bytes consumed — exactly

packedSize(count, width). Failures leave dst untouched: INVALID_WIDTH, INSUFFICIENT_CAPACITY, TRUNCATED (context = bytes examined) and, after extraction, INVALID_PADDING for nonzero tail bits in the final byte.
