Parses buffered bytes for the peer identification string.

Leading non-SSH lines are skipped within the configured limits; the first SSH- line is validated per RFC 4253 section 4.2 and terminates the exchange.

Returns

Progress of the exchange; DONE moves the session into the

key-exchange state.
