Builds the client's KEXINIT payload.

The preference lists are extended with the ext-info-c and strict-KEX indicators; neither participates in actual selection.

`prefs`	Algorithm preferences.
`cookie`	16 random bytes.
`strictKex`	Whether to send the strict-KEX indicator.

The complete payload including the message-number byte.
