Decodes one complete agent message from a buffer.

buffer Bytes received from the agent; the full message must be present, including its four length bytes.

The payload slice into buffer and the number of bytes it

occupies including the length prefix.

SshAgentException when the framing is invalid or the

declared length exceeds the message limit or the buffer.
