Constructs a download.

`client`	Client used for READ requests.
`handle`	Open file handle.
`length`	Number of bytes to transfer starting at offset zero; `ulong.max` streams until the server reports EOF.
`sink`	Ordered data consumer; may accept partial writes.
`options`	Chunking, request-count, and byte-budget bounds.

SftpException when the options are inconsistent.
