fnubyte[] encodeHeaderRecord(ScpHeaderRecord record)

Encodes one C file header record.

Parameters

record Mode, declared size, and base name.

Returns

The encoded record bytes including the trailing newline.

Throws

ScpException when the mode exceeds 07777 or the

name is not safe per isSafeLocalBaseName.
