Retrieves a value from a map by key.

Parameters

`map_id`	Map identifier
`key_mem_type_id`	Memory datatype of the key
`key`	Pointer to the key data
`val_mem_type_id`	Memory datatype of the value
`value`	Pointer to buffer to receive the value data
`mapl_id`	Map access property list identifier, or H5P_DEFAULT

Returns

Non-negative on success, negative on failure.
