Build the final program header table byte array.

A byte array containing the program header table data.

Build the program header table byte array for the specified ELF class and byte order.

`cls`	Target ELF class (default CLASS64).
`endian`	Target byte order (default LITTLE).

Returns: A byte array containing the encoded program headers.
