Encode a relocation entry (without addend) into target ELF wire bytes.

`rel`	The generic relocation to encode.
`data`	Destination buffer.
`offset`	Starting offset in data.
`cls`	Target ELF class (32-bit or 64-bit).
`endian`	Target byte order.
