DynamicEntry decodeDynamicEntry(const(ubyte)[]  data,  size_t offset,
       ElfClass cls,  ElfEndian endian)

Decode a dynamic section entry from raw ELF file bytes.

`data`	Raw dynamic section bytes.
`offset`	Offset of the entry within `data`.
`cls`	ELF class of the file (selects the wire layout).
`endian`	Byte order used by the file.

The decoded generic dynamic entry.

Exception if the entry does not fit in data.
