Construct a section header range.

`data`	Raw ELF file bytes.
`offset`	Offset of the first section header.
`count`	Number of section headers to iterate.
`stride`	On-disk size of each entry (e_shentsize, at least the class minimum so larger padded entries are honored).
`cls`	ELF class of the file (selects the wire layout).
`endian`	Byte order used by the file.
