Construct an ElfDynamic view over an ELF file's dynamic section.

`file`	The ELF file containing the section.
`sectionIndex`	The 0-based section index of the SHT_DYNAMIC section.

ElfException if the section is not SHT_DYNAMIC, entry size is

unsupported, or the associated string table is missing.
