private fnsize_t[] concatSegments(size_t[][] segs, size_t nSegs)

Key-row equality across the two sides' chunkings: nulls never match, values compare through the preselected typed equality at the key dtype, and both rows locate by binary search over the chunk starts.

Parameters

`lchunks`	the left key chunks
`lstarts`	the left chunk-start table
`lrow`	the left global row
`rchunks`	the right key chunks
`rstarts`	the right chunk-start table
`rrow`	the right global row
`eq`	the typed equality function of the key dtype

Returns

true when both rows are valid and equal.
