buildIpcBytes
Builds the file bytes of a frame (the codec tier owns the chunk-alignment policy; this adapter hands it the frame's columns).
Parameters

Returns
the file bytes.
Throws
DataFrameException on unsupported columns (STRUCT, and
the shapes the reader rejects) naming them.
