Parses rows (a byRows range positioned at a data row) into per- column chunk lists, one chunk per policy.chunkRows rows. line is the 1-based line number of rows.front; both the serial and the parallel paths use this loop, so their behavior is identical. When strictWidth is nonzero every row must hold exactly that many fields (the inferred contract); zero keeps the explicit-schema tolerance of extra trailing fields.
