Appends one cell to the row buffer, applying the dialect's quoting exactly like ddn.data.csv.CsvWriter: ordinary bytes copy straight through; a cell holding the delimiter, the quote, CR or LF (or, under trimWhitespace, leading/trailing blanks) is quoted, with the quote char doubled or backslash-escaped inside.

Parameters

`buf`	the row buffer
`cell`	the rendered cell text (unquoted)
`spec`	the dialect's rendering tables
`row`	the row being written (for the error message)

Throws

DataFrameException naming the row when a quote char cannot be

escaped (doubleQuote false and no backslash style) - the same condition and message as the writer's INVALID_ESCAPE failure.
