Imports a column from its exported chunk arrays: each array seals into one chunk, in order (the counterpart of exportColumn).

`name`	the column name
`arrays`	the exported arrays, one per chunk, in order
`dtype`	the column dtype

the imported column (the import copies; the sealed-buffer

invariant).

DataFrameException on unsupported layouts or inconsistent

metadata (never a partial column).
