Gathers categorical slots at global indices: codes and validity gather onto the reconciled dictionary (the invariant's output holds by construction). An index of size_t.max is the null marker (the null-padded gathers of joins and shifts).

Parameters

`chunks`	the source chunks
`chunkStarts`	the global row start of every chunk
`indices`	the global rows to gather (`size_t.max` gathers a null)
`dtype`	the shared CATEGORICAL dtype

Returns

the single gathered chunk (one dictionary child).
