Parse the ZIP64 End of Central Directory record.

Looks for the ZIP64 EOCD Locator just before the regular EOCD, then reads the ZIP64 EOCD to extract the 64-bit central directory offset, size, and entry count.

Returns

A Zip64Eocd struct with 64-bit central directory metadata.
